The 50-page report, “Disrupted, Throttled, and Blocked: State Censorship, Control, and Increasing Isolation of Internet Users in Russia,” documents the impact of the government’s increasing technological capacities and control over the internet infrastructure. Human Rights Watch found that this allows the authorities to carry out more widespread and nontransparent blocking and throttling of unwanted websites and censorship circumvention tools, as well as internet disruptions and shutdowns under the pretext of ensuring public safety and national security.

The 101-page report, “From Bad to Worse: The Deterioration of Media Freedom in Greece,” documents the hostile environment for independent media and journalists since the New Democracy government took office in July 2019, including harassment, intimidation, surveillance, and abusive lawsuits, all of which contribute to self-censorship and chill media freedom. Human Rights Watch also found the use of state funds to sway coverage, and editorial influence over public media, further exacerbating this climate. These conditions undermine freedom of expression and the public’s right to information.

The 104-page report, “Punished for Seeking Change: Killings, Enforced Disappearances and Arbitrary Detention Following Venezuela’s 2024 Election,” documents human rights violations against protesters, bystanders, opposition leaders, and critics during post-electoral protests and the months that followed. It implicates Venezuelan authorities and pro-government groups, known as colectivos, in widespread abuses, including killings of protesters and bystanders; enforced disappearances of opposition party members, their relatives, and foreign nationals; arbitrary detention and prosecution, including of children; and torture and ill-treatment of detainees.

The 26-page report, “‘We’ll All Be Arrested Soon’: Abusive Prosecutions under Vietnam’s ‘Infringing of State Interests’ Law,” documents the Vietnamese government’s increased use of article 331 of the penal code to target those who use social media and other means to publicly raise issues including religious freedom, land rights, rights of Indigenous people, and corruption by the government and the Communist Party of Vietnam. The authorities should immediately end the systemic repression, and release everyone detained or imprisoned for exercising their basic rights.

The 42-page report, “‘All Conspirators’: How Tunisia Uses Arbitrary Detention to Crush Dissent,” documents the government’s increased reliance on arbitrary detention and politically motivated prosecutions to intimidate, punish, and silence its critics. Human Rights Watch documented the cases of 22 people detained on abusive charges, including terrorism, in connection with their public statements or political activities. They include lawyers, political opponents, activists, journalists, social media users, and a human rights defender. At least 14 detainees could face capital punishment if convicted. Over 50 people were being held on political grounds or for exercising their rights as of January 2025.

The 77-page report, “Unchecked Injustice: Kenya’s Suppression of the 2023 Protests,” documents that the police, under President William Ruto’s administration, committed grave rights abuses in response to largely peaceful opposition-led nationwide protests. The demonstrations were triggered by the high cost of living and alleged electoral malpractices following the August 2022 general elections.

The 95-page report, “The Man Who Bought The World: Rights Abuses Linked to Saudi Arabia’s Public Investment Fund and Its Chairman, Mohammad bin Salman,” found that Saudi Arabia’s vast fossil fuel-derived state wealth is effectively controlled by one person, Crown Prince Mohammed bin Salman. Human Rights Watch found that the crown prince wields this enormous economic power in a largely arbitrary and highly personalized manner rather than for the Saudi people’s benefit and that the PIF is used to whitewash the Saudi government’s abuses.

The 76-page report, “‘We Can’t Write the Truth Anymore’: Academic Freedom in Hong Kong Under the National Security Law,” documents that long-protected civil liberties, including the rights to freedom of expression, assembly, and association, have been under assault in Hong Kong’s eight publicly funded universities. As these universities have become increasingly repressive, students and faculty widely self-censor, fearful of being targeted for harassment, retribution, and even prosecution for what they say and do both in the classroom and on campus.

The 29-page report, “Politically Targeted, Economically Isolated: How Kazakhstan’s Financing Terrorism List Compounds Human Rights Harms,” documents that people on Kazakhstan’s Financing Terrorism List face financial restrictions that cause them significant hardship. The restrictions lead to violations of rights guaranteed by the International Covenant on Economic, Social, and Cultural Rights (ICESCR) to which Kazakhstan is a state party, including the rights to an adequate standard of living and access to work and social security benefits. This is particularly egregious when the prosecutions are for alleged nonviolent “extremist” or “terrorist” crimes, that should not be considered crimes in the first place.

The 205-page report, “Russia’s Legislative Minefield: Tripwires for Civil Society since 2020,” focuses on the wave of repressive legislation and policies that the Russian government of President Vladimir Putin has adopted since 2020 and how the Kremlin has used them to suppress internal dissent and incapacitate civil society. These laws severely restrict the rights to freedom of expression, association, and peaceful assembly, and impose state-enforced historical, social, and political narratives in public life.

In the 86-page report, “‘Why Do They Hate Us So Much?’: Discriminatory Censorship Laws Harm Education in Florida,” the groups say that Florida leaders are reshaping elementary, middle, and high school classroom content through new laws and policies that censor, distort, and discriminate. Such laws restrict classroom instruction about race in US history, sexual orientation, and gender identity, ban books reducing the information available to students, and promulgate inaccurate and misleading civics and history standards.

The 95-page report, “‘I Swear to Fulfill the Duties of Defense Lawyer Honestly and Faithfully’: Politically Motivated Crackdown on Human Rights Lawyers in Belarus,” documents the near complete government takeover of the legal profession in Belarus and repression against human rights lawyers by Aliaksandr Lukashenka’s government.

The 46-page report, “‘We Will Find You’: A Global Look at How Governments Repress Nationals Abroad,” is a rights-centered analysis of how governments are targeting dissidents, activists, political opponents, and others living abroad. Human Rights Watch examined killings, removals, abductions and enforced disappearances, collective punishment of relatives, abuse of consular services, and digital attacks. The report also highlights governments’ targeting of women fleeing abuse, and government misuse of Interpol.

The 29-page report, “‘I Can’t Do My Job as a Journalist’: The Systematic Undermining of Media Freedom in Hungary”, documents the increased obstacles and constraints independent journalists and media face under the government of Prime Minister Viktor Orban.

The 51-page report, “Meta’s Broken Promises: Systemic Censorship of Palestine Content on Instagram and Facebook,” documents a pattern of undue removal and suppression of protected speech including peaceful expression in support of Palestine and public debate about Palestinian human rights. Human Rights Watch found that the problem stems from flawed Meta policies and their inconsistent and erroneous implementation, overreliance on automated tools to moderate content, and undue government influence over content removals.
